Methodological note

Definition of concepts

Disease of compulsory declaration (DCD)
Transmissible disease that doctors are obliged to declare due to it being of special importance to the community.
Acquired immune deficiency syndrome (AIDS)
Is a transmissible disease provoked by the human immunodeficiency virus (HIV). It is characterised by the appearance of one or more diseases (which is why it is called a syndrome) that develop as a consequence of alterations of the immunologic system.

Methodological aspects

The Diseases of Compulsory Declaration (DCD) system manages the surveillance and control of the main transmissible diseases, some of which are subject to systematic prevention programmes, as is the case with vaccine-preventable diseases.

The Diseases of Compulsory Declaration (DCD) system is based on the declaration made by doctors when they suspect the existence of any of the diseases included in the DCD list. One of the main functions of the DCD is surveillance of the epidemiology of these diseases and outbreaks of epidemics of any aetiology that have been considered to require priority control in Catalonia.

The diseases that must be numerically declared are the following: enteritis and diarrhoeas, scarlet fever, influenza, leptospirosis, varicella, chlamydial genital infection, neonatal conjunctivitis, other sexually transmitted infections, condyloma acuminatum, genital herpes and trichomonas infection.

In 1996, to coincide with the publication of the Royal Decree to create the Network for Epidemiological Surveillance, the Working Group for Epidemiological Surveillance belonging to the National Health System's Interterritorial Council agreed to a series of case definitions of notifiable diseases to distinguish in uniform fashion between declared cases, confirmed cases and unconfirmed cases throughout the whole of Spain.
