Methodological note
The indicator refers to Government Budget Appropriations or Outlays on R&D (GBAORD). GBAORD data measure government support to research and development (R&D) activities, or, in other words, how much priority governments place on the public funding of R&D. GBAORD data are built up using the guidelines laid out in the proposed standard practice for surveys of research and experimental development, the OECD's Frascati Manual from 2015.
In the case of the Catalonia indicator, the source is the budgets of the General State Administration (including public research bodies and other autonomous bodies and state agencies) and the budgets of the autonomous communities (including the dependent bodies that are part of the consolidated budgets). These include appropriations from expenditure policy 46 "Research, development and innovation" and equivalents in the autonomous communities, as well as R&D appropriations from other expenditure policies.
