Methodological note
This indicator measures the percentage of people living below the poverty risk threshold before receiving any social transfers, excluding pensions. This threshold is set at 60% of the national average of the equivalent annual disposable income. In Catalonia, the threshold is set at 60% of the average of the equivalent annual disposable income of the Catalan population.
Pensions, such as old-age and widow's benefits, are counted as income (before social transfers) and not as social transfers.
The purpose of calculating the poverty risk rate before and after social transfers is to quantify the effort made by the social protection system to reduce poverty.
